Accessibility & legal obligations from 2025

From June 28, 2025, accessibility becomes a legal obligation for many businesses. The Accessibility Strengthening Act (BFSG) implements the European Accessibility Act into German law. In this article, you’ll learn who is affected, what is required, and how to prepare in time.

What is the Accessibility Strengthening Act?

The Accessibility Strengthening Act (BFSG) requires many companies to offer their digital products and services in an accessible way from 2025 – including online shops, booking systems, self-service terminals, and mobile apps. The goal is to enable equal access for people with disabilities.

The requirements are based on the WCAG 2.2 standards. Acting now not only ensures compliance but also creates a competitive advantage. Companies that fail to comply risk fines of up to €100,000 and public warnings.

What does the Accessibility Strengthening Act regulate?

The BFSG requires companies to offer specific products and services in a digitally accessible format. This includes online shops, booking platforms, apps, self-service terminals, and digital communication channels.

The aim is to ensure equal access to digital services for people with disabilities. The legal requirements are based on the WCAG guidelines (Web Content Accessibility Guidelines), especially versions 2.1 / 2.2.

Who is affected – and are there exceptions?

All companies offering digital products or services to consumers are affected – regardless of industry or CMS used. Exceptions apply only to micro-enterprises with fewer than 10 employees and less than €2 million in annual revenue.

Important: Even if you’re not (yet) legally obliged, it’s advisable to act early – for SEO, usability, and increasing customer expectations on digital inclusion.

Deadlines, penalties, and recommended actions

The legal implementation deadline is June 28, 2025. After that, companies face penalties for non-compliance: fines up to €100,000, warnings, and reputational damage.

A step-by-step approach is recommended: technical review, assessment of current state, selection of tools like SiteCockpit, implementation of accessible design, and ongoing monitoring. The earlier you start, the smoother the process.
