WCAG AA – The Legally Required Accessibility Standard
WCAG AA – also called WCAG Level AA or WCAG 2.2 AA – is the medium and, in practice, by far the most important conformance level of the Web Content Accessibility Guidelines. WCAG AA is internationally recognized as the industry standard for accessibility and has been a legal requirement for many companies in Germany since the Accessibility Strengthening Act (BFSG). When people think about accessibility compliance, they mean WCAG AA in 95 percent of cases.
WCAG AA includes all 30 success criteria of the base level WCAG A plus around 20 additional, practice-relevant requirements. While WCAG A prevents the complete exclusion of user groups, WCAG AA ensures that digital content is actually comfortably usable – with sufficient color contrast, responsive display, clear error messages, and visible focus indicators. The highest level WCAG AAA, on the other hand, is intended for specialized applications and is not required across the board.
For companies, WCAG AA is thus the clear target standard. Since June 28, 2025, e-commerce shops, banks, insurance companies, and many other sectors must meet WCAG AA – otherwise, they face legal warnings, fines, and market exclusion. WCAG AA is not a recommendation, but a duty.
WCAG AA at a Glance
- Conformance Level: Medium level – includes A + 20 additional AA criteria (around 50 in total).
- Legal Significance: Legal minimum standard according to BFSG, EAA, and BITV 2.0.
- Industry Standard: Internationally established as a realistic, achievable accessibility target value.
- Deadline: Mandatory since June 28, 2025, for companies within the scope of the BFSG.
The Most Important Additional WCAG AA Criteria
The AA level supplements WCAG A with criteria that are crucial for practical accessibility. Here are the key additional requirements at Level AA:
- 1.4.3 Color Contrast (Minimum): Text must have a contrast of at least 4.5:1 against the background – 3:1 for large text.
- 1.4.4 Text Size: Text must be resizable up to 200 percent without loss of layout.
- 1.4.10 Reflow: Content must remain readable at 400 percent zoom without horizontal scrolling.
- 1.4.11 Non-Text Contrast: UI components and graphical elements need 3:1 contrast.
- 2.4.7 Focus Visible: The keyboard focus must always be visible.
- 3.3.3 Error Suggestions: In case of form errors, the system must provide specific correction hints.
- 3.3.4 Error Prevention: For legally/financially binding transactions, inputs must be checkable, correctable, or reversible.
- 2.5.7 Dragging Movements (new in 2.2): All functions operated by drag-and-drop must also be executable with a simple click.
- 2.5.8 Target Size (new in 2.2): Interactive targets must be at least 24x24 CSS pixels in size.
WCAG AA and BFSG: The Legal Situation
Since the BFSG came into effect on June 28, 2025, WCAG AA has been mandatory for many private companies in Germany. The legal background: The BFSG transposes the European Accessibility Act (EAA) into German law. The technical basis for both is EN 301 549, which in turn refers to WCAG 2.2 Level AA. This effectively makes WCAG AA the legal minimum standard.
Affected are companies offering digital services to consumers: e-commerce shops, banks, insurance companies, passenger transport services, telecommunications providers, e-book platforms, and streaming services. Public bodies have already been fulfilling WCAG AA for a longer time through BITV 2.0. Violations risk legal warnings from competitors, fines up to 100,000 euros, and in extreme cases, market bans.
Typical Pitfalls in WCAG AA Implementation
The most common AA violations encountered during audits involve seemingly small details – with a large impact on compliance:
- Weak color contrasts in buttons: Many call-to-action buttons do not maintain 4.5:1 – especially in hover states and placeholder texts.
- Small touch targets: Links and icons under 24x24 pixels fail the new 2.2 criterion 2.5.8 (Target Size).
- Invisible focus: CSS resets often remove the default focus ring without providing an alternative visible focus.
- Missing error hints in forms: "Invalid input" is not enough – specific correction hints are mandatory.
- Reflow issues at 400% zoom: Sticky headers, fixed widths, and overflow conflicts break the layout.

Discover easyMonitoring →Achieving WCAG AA: A Realistic Roadmap
The path to WCAG AA compliance follows three phases. Phase 1: Analysis – automated scan with accessibility tools, identifying around 70 percent of all AA problems. Phase 2: Implementation – systematic resolution of the violations found in prioritized order, supplemented by manual screen reader tests for the remaining 30 percent. Phase 3: Monitoring – continuous oversight, as every content change can create new barriers.
Typical implementation periods for WCAG AA: 3 to 6 months for medium-sized websites, depending on the starting state. Important: WCAG AA is not a one-time project, but a permanent state. Editorial processes, development guidelines, and quality assurance must permanently integrate WCAG AA.
Frequently Asked Questions about WCAG AA
Is WCAG AA sufficient for the BFSG?
Yes. WCAG AA is the legal minimum standard for BFSG compliance. If you properly fulfill WCAG AA and provide an accessibility statement, you are legally on the safe side.
What are the costs of a WCAG AA implementation?
Costs depend heavily on the starting state and the scope of the website. With automated tools like easyMonitoring, analysis and monitoring costs can be significantly reduced. For medium-sized websites, implementation costs in the four- to five-figure range are realistic.
What is the difference to WCAG AAA?
WCAG AA is the practicable industry standard and legally required. WCAG AAA is the highest level with additional requirements such as 7:1 color contrast and sign language videos – often only implementable in specialized applications.
Do I have to re-check with every page change?
Yes, in terms of monitoring. Every content change can introduce new barriers. Therefore, continuous accessibility monitoring instead of one-time audits is the more effective way to permanent WCAG AA compliance.
Which steps are the most important to reach WCAG AA?
Automated analysis, manual screen reader tests, prioritized implementation of findings, and permanent monitoring. Additionally: training for editorial and development teams so that WCAG AA is embedded in processes.
